Looking at the graph

we have a horizontal line

the equation is

y=-5

The slope of a horizontal line is equal to zero

so

m=0

The y-intercept is the point (0,-5)

therefore

b=-5

The answer is

m=0

b=-5

Remember that

y=mx+b

substitute

m=0

b=-5

y=(0)(x)-5

y=-5
