The answer is Patrick Henry

70 individuals were appointed to the Constitutional Convention, but a number did not accept or could not attend.

Big names such as John Adams, Samuel Adams, John Hancock and Patrick Henry all were absent, though Patrick Henry refused to come and turned down the invitation because he “smelt a rat in Philadelphia, tending toward the monarchy”
