Fusion is when two atoms smash together and the nucleus’s fuse together to become one new nucleus.

Radioactive decay is a process by which parts of the nucleus come off.

Both processes involve the nucleus of an atom, so we can deduce that “nuclear” in this case refers to processes involving the nucleus of an atom.
