I believe the answer is:  "From each, according to his ability, to each according to her need"

The phrase depict a society where no people in a society had any sort of ownerships upon the resources that exist in society. In communism, all ownership belonged to the government, and the government distribute the resources to the people according how the government see fit according to their need.
