The plan would enrich investors and promote new businesses.

Hamilton planned to pay off foreign debt and repay the full value of bonds over time and also wanted each state to have their own state bank in order to avoid a monopoly of the national bank. With his plan for the national debt and bank, the bank improved as well as stabilized the economy.
